In 2018, the Commission on Narcotic Drugs adopted Resolution 61/11 on ‘Promoting non-stigmatizing attitudes to ensure the availability of, access to and delivery of health, care and social services for drug users’.

With the support of the Government of Canada, the UNODC Prevention, Treatment and Rehabilitation Section (PTRS) is now coordinating an informal consultative process with the aim of developing a handbook of best practices worldwide on this crucial issue.

The first phase of this consultation process consisted of an online questionnaire over the summer, which was promoted via VNGOC and NYNGOC.

In the second phase, UNODC PTRS is organising a meeting in Vienna on January 14-16 2020 on stigmatising attitudes and best practices addressing them.

The Vienna and New York NGO Committees on Drugs (VNGOC & NYNGOC) have been asked to nominate two civil society experts with substantive experience on this topic. Funding to cover travel costs is available.
