The Vienna NGO Committee on Drugs (VNGOC) is looking for a short-term consultant to write an NGO guide to country visits conducted by the International Narcotics Control Board (INCB).

Background:

INCB regularly conducts country visits to review the drug control situation in respective countries and to monitor the implementation of the international drug control conventions. On the occasion of such missions, the Board often meets with some national-level NGOs as well. To support this engagement, the VNGOC is planning to publish a best practice guide for NGOs around the world.

Scope:

VNGOC is seeking a consultant to undertake and deliver the following throughout the duration of the project:

  • Conduct research on past country visits (estimated 2-4 country examples, based on inputs from VNGOC and its members)
  • Interview NGOs that previously engaged with INCB on the occasion of such country visits
  • Produce a draft guide for review (estimated 6-8 pages in English)
  • Revise and finalize the guide based on inputs from VNGOC and the INCB
Required knowledge, skills, and competencies:

The consultant should have demonstrated relevant knowledge of the international drug control scheme and its bodies, as well as excellent research, analytical and writing skills in English. Other languages are a bonus, as is a proven ability to write in an accessible way.

At the contracting stage, VNGOC will require evidence of self-employment, such as a certificate or similar document certifying the consultant pays their own social charges.

Timeframe and Remuneration:

VNGOC estimates that this project will require 10 working days. All work must be completed by 30th April 2023, with the initial draft submitted by 10th March 2023.

The guideline fee for this work is EUR 1,000 to 2,000, and offers that include discounted, charitable rates or pro bono elements are particularly welcomed.
